If end up needing an actuator, let me know. I have 3 or 4 of them.

Oh, and yes they should hold. unless there controller has a bad valve in it.(have one of those too)

The dash isn't to hard to remove. You could have it off in ~20 minutes.

If it is right at the actuator, then you will have to replace it. The diaphram is likely torn. When the actuator valve fails, it is usually an o-ring.
