No, it won't be able to be set in specs with that car that much below stock. You have four options:
1. Weld additional plate on the bottom of the outer mount tab to move the bolt down more
2. Cut the inner mount tabs off and move them up the correct amount, then weld them back on.
3. Cut (or bend) the control arm on the inner leg, move and re-weld with some plating on the outside to re-enforce it.
4. Correct it as much as you can using the stock outer tab (drill the hole as low as is safe) weld a washer on it, and deal with it still being a little excessive.
