Cat converter bolts?

I believe it is EPA mandated. The catalyst support is the ceramic mesh, but it holds platinum and/or palladium, which are really non-earth abundant elements. Recycling cats are more of a we-need-to-save-these-elements over a your-car-will-pollute-the-crap-out-of-the-air (although it does that too).
