Timing belt off by half a tooth

So for some reason no matter how I put the timing belt on, the top left cam is Always off by half a tooth.

The tooth should be vertically below the mark if it's half. Also count the teeth. 40 teeth between the cam marks and 43 between the right cam and crank mark.
