Timing belt off by half a tooth

So for some reason no matter how I put the timing belt on, the top left cam is Always off by half a tooth. Brand new belt by the way

Off from the marks on the belt or off where the cam gear aligns with the rear timing cover?

Timing belt marks are almost never 100% dead on. The belt flexes, the rotating parts have slop. Half a tooth is likely in spec, espr if you've set it more than once.
